Manually bind DID to user (signup completion)

    

      walt.id Issuer doesn't always fire a credential_issued webhook.
      Use this to manually record that the wallet received the VC and is
      bound to a holder DID. Without this, signin's did_holders lookup

      VP Verifier consults this on every signin. v1 local: fail-closed
      means a non-trusted issuer's VP is rejected. Default seed includes
